On July 27th 2023, an MoU for the INKLUSI Program was held between the Kupang Regency Government with Institut KAPAL Perempuan and Lembaga Perkumpulan Pendidikan Penguatan Kepemimpinan Perempuan dan Masyarakat (PEKA-PM). After the MoU, it was followed by a Public Dialogue on Strengthening the Implementation of the Sexual Violence Crime Law (UU TPKS) in Kupang Regency. This event was held in the Kupang Regency Regent’s Office Hall. The MOU event was attended by 80 participants from different backgrounds, namely district and village governments, District Monitoring Teams, District Social Welfare Workers, Religious Leaders, Women’s School members, civil society organizations and the media.
Drs. Korinus Masneno, M.Si., Regent of Kupang welcomed the collaboration with the Institut KAPAL Perempuan and PEKA-PM in the INKLUSI program to contribute to national and Kupang Regency development that is gender responsive and inclusive, especially in poverty alleviation to reduce gaps.
Furthermore, the Regent of Kupang also stated, “That he will fully support the development and advancement of (1) Women’s Schools; as a learning forum to hone the critical thinking of grassroots women, (2) Women’s School Complaints Post; as a forum that bridges between residents who have problems to get treatment from the government, and (3) Women’s economic development through productive economic businesses, handicrafts, local food and others.”
Meanwhile, Misiyah, Chair of the Executive Board of Institut KAPAL Perempuan, hopes that “This collaboration will ensure the handling of the 6 priority issues of the INKLUSI Program by KAPAL Perempuan and PEKA-PM, namely opening access for women, people with disabilities and marginalized groups to the right to legal identity, social security, the elimination of violence in particular sexual violence in accordance with the Sexual Violence Crime Law (UU TPKS), eliminating child marriage, post-pandemic economic recovery, and increasing participation in decision making.” We empower women through Women’s Schools, GEDSI complaint posts and gender-responsive women’s economic development.
Delmyser Maka Ndolu, Director of PEKA-PM is optimistic that “This collaboration is a strategy to help each other in accordance with the respective responsibilities and roles of the government, civil society and development beneficiaries, especially grassroots women, people with disabilities and marginalized groups.” In this case, the government fulfills rights on target and citizens help monitor and oversee so that development involves the participation of all citizens and can be enjoyed by all in accordance with the SDGs principle, “No one should be left behind.” It is hoped that in the future, as a long-term program, Kupang Regency can be an inspiration as an SDGs District which ensures that the perspective of gender equality, disability and social inclusion (GEDSI) is implemented in the 17 SDGs goals.
